Born in Baltimore, Maryland, May 26, 1942.  Attended Baltimore parochial schools; University of Maryland, B.S., 1965; University of Baltimore, J.D., 1968; Loyola College, M.B.A., finance, 1973.  Admitted to the Maryland Bar, 1968.  Married.

General Assembly:
House of Delegates, Legislative District 44 (D), Baltimore City, 1975-86.  Member, Ways and Means Committee; Special Joint Committee on Transportation.  Chair, Joint Committee on Clerks of Court.

Private Career and Other Public Service:
Arbitrator, American Arbitration Association.  Commissioner, Criminal Injuries Compensation Board, 1969-75.  Attorney and lobbyist.  Principal of Government Affairs-Maryland, Inc.  Member, Baltimore City, Maryland State and Federal Bar Associations; American Trial Lawyers Association; Baltimore Defense Lawyers Association.  Assistant treasurer, International Conference of Victims of Violent Crimes Board.  President, Mayfield Improvement Association.
