Born in Hampstead, Maryland, July 11, 1926.  Attended Hampstead public schools.  Married to Dorothy A. Hale.  Died December 13, 2007, in Westminster, Maryland.  Buried at Hampstead Cemetery, Hampstead, Maryland.

General Assembly:
House of Delegates, Legislative Districts 5A & 5B (R), Carroll County, 1967-94.  Member, Judiciary Committee, Joint Committee on Protocol.  Chair, Carroll County delegation.

Private Career and Other Public Service:
Owner/operator, Matthews Tire Company.  Member, Power Plant Sitting Advisory Board.  Member, Carroll County Economic Development Commission, 1958-62.  Member, Carroll County Republican State Central Committee, 1962-66.  Alternate delegate, Republican Party National Convention, 1964.  President, Hampstead Chamber of Commerce.  Charter member, Hampstead Lions Club.  Chair, Legislative Small Business Forum, American Legislative Exchange Council.  Member, Elks; Farm Bureau; Izaak Walton League.  Member, St. John's Methodist Church.
