Born in Baltimore, Maryland, December 8, 1938. Attended Harford County public schools; The Johns Hopkins University, A.B., 1960; University of Maryland School of Law, LL.B., 1963. Admitted to the Maryland Bar, 1963.

Served in U. S. Army. Attorney. Counsel, Harford County
Board of Election Supervisors, 1967-69. Member, American, Maryland
State, and Harford County Bar Associations; Phi Alpha Delta legal fraternity;
Aberdeen Rotary Club; Maryland, Harford County and Cecil County Historical
Societies; Sons of the American Revolution; Maryland and Pennsylvania Genealogical
