Biography:

Born in Baltimore, Maryland, August 29, 1944.  Attended Baltimore parochial and public schools; University of Maryland; president, Student Government Association, 1965-66; B.A., 1966; University of Maryland School of Law, J.D., 1969; The Johns Hopkins University, M.L.A., 1973.  Admitted to the Maryland Bar, 1969.  Married; two children.

General Assembly:
Legal counsel, Economic Matters Committee of House of Delegates, 1970-74.  Member, House of Delegates, Baltimore County, 1975-94.  Member, Constitutional and Administrative Law Committee, 1975-78.  Member, Ways and Means Committee, 1979-94; Housing Subcommittee; Joint Committee on Investigation.

Private Career and Other Public Service:
Served in U.S. Army.  Attorney.  Listed in Who's Who Among Students in American Colleges and Universities.  Member of Suburban Orthodox and Beth Tfiloh Congregations.
