Attended Baltimore parochial and public schools; University of Maryland; president, Student Government Association, 1965-66; B.A., 1966; University of Maryland School of Law, J.D., 1969; The Johns Hopkins University, M.L.A., 1973. Admitted to the Maryland Bar, 1969. Married; two children.
