Born in Washington, D.C., May 2, 1938. Attended Montgomery County public schools; Wesleyan University, B.A., 1959; George Washington University School of Law, J.D., 1963. Admitted to the Maryland Bar, 1963; U.S. Supreme Court, 1969; District of Columbia, 1970. Married.

House of Delegates, Montgomery County, 1970. Appointed to replace
John A. Whitney, resigned.

Law clerk to Judge Edward A. Tamm, U.S. District Court for the District
of Columbia, 1961-62; Judge Walter H. Moorman, 6th Judicial Circuit of
