Born in Baltimore, Maryland, March 31, 1942.  Attended Baltimore public schools; Loyola College; Mt. Vernon School of Law, LL.B., 1964.  Admitted to the Maryland Bar, 1965.  Married.

General Assembly:
House of Delegates, Baltimore City, 1967-73.  Member, Legislative Council 1971-73.  Resigned, August 15, 1973.

Private Career and Other Public Service:
Assistant secretary for Medical Care Programs, Assistant secretary for administration, Maryland Department of Health and Mental Hygiene, 1975-84.  Chair, Humane Practices Commission; Board of Appeals, Department of Human Resources.  Member, Governor's Study Commission on the Structure and Governance of Education; Governor's Commission to Review Laws Governing the Workmen's Compensation Laws.  President, Third District Young Democrats.  Member, American, Maryland State, and Baltimore Junior Bar Associations.  Member, board of directors, executive committee, legal counsel, and state director, Baltimore Junior Association of Commerce.  Board of Directors and vice-president, Children's Theatre Association.  Member, Citizens' Planning and Housing Association.  Member, Board of Directors, Ramblewood Improvement Association.  Recipient of Keyman Award and Outstanding Director Award by the Baltimore Jaycees.  Received Maryland Association for Retarded Children Certificate for Outstanding Service, 1969.
