Biography:

Born in Yonkers, New York, May 6, 1929.  Attended Illinois, Indiana and Montgomery County public schools; Indiana University, A.B., 1950; George Washington University Law School, J.D., with distinction, 1956.  Admitted to the Maryland Bar, 1956.  Married.

General Assembly:
House of Delegates, Frederick County, 1971-74.

Private Career and Other Public Service:
Served in U.S. Marine Corps and U.S. Army.  Received fellowship to study Congress granted by the American Political Science Association, 1963-64.
County commissioner, Frederick County, 1966-70.  Manager, legal services, Office of Maryland Comptroller of the Treasury, 1996-.
