Biography:

Born in Baltimore, Maryland, April 7, 1919.  Attended Anne Arundel County public schools; Federal Bureau of Investigation Academy, 1955.  Married Anna C. Lewnes in 1946; two children. Died December 1, 2004, in Annapolis, Maryland. Buried Hillcrest Memorial Gardens.

General Assembly:
House of Delegates, Anne Arundel County, 1971-86. Member, Judiciary Committee.  Chair, Anne Arundel County Delegation.

Private Career and Other Public Service:
Chief of police, Anne Arundel County, 1964-1969. Served in U.S. Air Force during World War II.  Member, Police Training Commission; Governor's Commission on Law Enforcement and the Administration of Justice.  President and life member, Maryland Chiefs of Police Association. Life member, Annapolis Elks Lodge 622, the FBI National Academy Alumni, and the Fraternal Order of Police Lodge 70.
