Biography:

Born in Baltimore, Maryland, June 26, 1930.  Attended McDonogh School; Western Maryland College, B.A., 1953; University of Baltimore School of Law, LL.B., 1960.  Admitted to the Maryland Bar, 1960.  Married; two children and four stepchildren. Died, May 16, 2016, in Mays Chapel, Maryland. Buried at Dulaney Valley Memorial Gardens, Timonium, Maryland.

General Assembly:
House of Delegates, Baltimore City, 1973-74.  Appointed September 17, 1973, vice Martin A. Kircher, resigned.

Private Career and Other Public Service:
Served in U.S. Army 1963-55.  Assistant state's attorney, Baltimore City, 1964-67.  Assistant public defender, Baltimore City, 1970-71.  Federal administrative law judge for over twenty years, ten of which he served as chief administrative law judge for the Baltimore Office of Hearings and Appeals.  Chief administrative law judge, Social Security Administration.  Member, American and Baltimore City Bar Associations.
