Born in Baltimore, Maryland October 11, 1944.  Attended Baltimore Polytechnic Institute; Community College of Baltimore; Freie Universität, Berlin, Germany; Towson State University, B.S., 1973; University of Maryland, M.A., 1978; The Johns Hopkins University.  Married.

General Assembly:
House of Delegates, Baltimore City, 1979-82.

Private Career and Other Public Service:
Senior analyst, public administration.  Served in U.S. Army; received Vietnamese Campaign Medal; Vietnam Service Medal; Army Commendation Medal; European Occupation Medal, Berlin; National Defense Medal.  Senior inspector, Baltimore City Department of Housing and Community Development, 1974; legislative assistant, Maryland House of Delegates, 1975-76; legislative assistant, Baltimore City Council, 1970-72.  Founding Member, Neighborhood Housing Services.  Founding member, senator, and vice-president, Baltimore-Linwood Improvement Association.  Member, Southeast Community Organization; Society for the Preservation of Fells Point and Federal Hill; Maryland Historical Society; American Political Science Association; Towson Club.
