Mr. Julien Paul Delphey, 91, of Frederick, a well known local businessman and politician, died Sunday, July 12, 2009, at Johns Hopkins Hospital in Baltimore. He was the husband of Laura Roe Delphey.

Born Dec. 16, 1917, in Frederick, he was the son of the late J. Paul and Ethel Hemp Delphey.

Mr. Delphey had attended Frederick County schools and was a graduate of Frederick High School Class of 1937. He proudly served his country during World War II in the United States Army Signal Corps, stationed at Edgewood Arsenal.

Mr. Delphey had owned and operated Delphey's Sports Store on West Patrick Street for more than 50 years. From 1970 through 1982 he was a member of the Maryland General Assembly House of Delegates and was the former oldest Republican member of the Maryland House of Delegates. He served as past president of the Frederick County Delegation and was a founding member of the Frederick County Republican Club, and was a member of the Calvary United Methodist Church, past president and director of Frederick County Agricultural Society, past president of the Sons of the American Revolution (direct descendent of Lawrence Everhart), current president of the board of directors of the Mount Olivet Cemetery, life member of the Frederick County Fish and Game, life member of the Thurmont Conservation Rod and Gun Club, past director of the Frederick Memorial Hospital Home Care, a member of the Frederick County Farm Bureau, past member of the Frederick County Isaac Walton League, past director of the Maryland National Bank, past president of the Frederick Lions Club and was a member of the B.P.O. Elks Lodge 684.

Surviving in addition to his wife are two children, Jay Paul Delphey and wife, Linda, Julia Delphey Wesolek and husband, Timothy Joseph; five grandchildren, Paula Jean Dougherty, Lora Jalynn Boggs, James Joseph Delphey Wesolek, Mary Olivia Wesolek and Anne Elizabeth Wesolek; five great-grandchildren, Elizabeth O'Hara, Grant Dougherty, Ross O'Hara, Georgia Dougherty and LeAnn Boggs. He was preceded in death by one son, Chester Grant Delphey.

The family will receive friends from 3 to 5 and 7 to 9 p.m. Wednesday, July 15, at Keeney and Basford Funeral Home, 106 E. Church St., Frederick. Funeral services will be at 11 a.m. Thursday, July 16, at the Calvary United Methodist Church, corner of Bentz and West Second Street. The Rev. Kenneth R. Dunnington, pastor of the church, and the Rev. Anjel Scarborough will officiate. Interment will be in the Mount Olivet Cemetery, Frederick. Pallbearers will be George T. Horman, J. Ronald Pearcey, Dr. James E. McClellan, Andrew Dougherty, William Lubking and James Wesolek.

In lieu of flowers, memorial contributions may be made to Paralyzed Veterans of America, 801 18th St. NW, Washington, DC 20006-3517 or St. Jude Children's Research Hospital, 501 St. Jude Place, Memphis TN 38105-1942.
