Biography:

Born in Frederick, Maryland, December 16, 1917.  Son of J. Paul and Ethel (Hemp) Delphey.  Attended Frederick High School and various business courses and higher education.  Married to Laura Roe; three children.  Died July 12, 2009, in Baltimore, Maryland.  Buried at Mount Olivet Cemetery, Frederick, Maryland.

General Assembly:
House of Delegates, Frederick County, 1971-82.  Chair, Frederick County Delegation.

Private Career and Other Public Service:
Owner of sporting goods store; real estate manager.  Served over three years in Third Service Command, U.S. Signal Corps, World War II.  Member, Maryland Boat Act Advisory Committee.  Member, Frederick County Advisory Board for Maryland National Bank.  President and director, Frederick Lions Club.  Vice-president, Frederick County Chamber of Commerce.  Director, Thurmont Conservation and Sportsman's Club; Frederick County Fish and Game Protective Association.  Member, Farm Bureau; Sons of the American Revolution.
