Born in Uncasville, Connecticut, July 18, 1936. Attended University of Connecticut, B.A., 1957; Georgetown University Law Center, J.D., 1964. Admitted to the D.C. Bar, 1965; U.S. Court of Appeals, Fourth Circuit, 1967; U.S. Supreme Court, 1969. Admitted to the Maryland Bar, 1970. Three children.
