Biography:

Born in Ellicott City, Maryland, September 15, 1929.  Son of Lionel Burgess.  Attended Ellicott City public schools; Western Maryland College, A.B. (premedicine), 1949; University of Baltimore Law School, LL.B., 1963.  Admitted to the Maryland Bar, 1964.  Married to Doris Royer; five children.  Died April 25, 2008, in Ellicott City, Maryland.

General Assembly:
House of Delegates, Howard County, 1967-82.

Private Career and Other Public Service:
Lawyer. Member, Second District Democratic Club of Howard County; Kiwanis Club; Masons; I.O.O.F.
