Biography:

Born in Cincinnati, Ohio, November 16, 1945.  Attended Purcell High School, Cincinnati; Xavier University, A.B., 1967; Catholic University School of Law, J.D., 1974.  Admitted to the Maryland Bar, 1976.  Married; two children.

General Assembly:
House of Delegates, Prince George's County, 1979-86.  Member, Constitutional and Administrative Law Committee.

Private Career and Other Public Service:
High school teacher in Washington, D.C., and Charles County, Maryland public schools, 1968-70.  Private law practice in Prince George's County.  Legal researcher and editor, Library of Congress and U.S. House of Representatives, 1971-76.  Member, Governor's Commission on Workmen's Compensation Laws (Governor's Commission to Study the Workers' Compensation System).  Assistant Attorney General, Department of Licensing & Regulation, 1989-97.  Active in church, civic, and arts programs.
