Biography:

Born Rosario Charles Avara, January 11, 1932, in Baltimore, Maryland.  Attended Baltimore public schools; honorary Ph.D. in public service, University of Maryland Baltimore County, 1993. Married Hazel Jones; two children. Died October 19, 2004, in Catonsville, Maryland.

General Assembly:
House of Delegates, Baltimore City, 1967-94.  Chair, Joint Capital Budget Committee, 1971-76.  Member, Appropriations Committee, 1973-93; Vice-chair, 1976-86.  Member, Joint Committee on Administrative, Executive and Legislative Review, 1983-86.  House Chair, Spending Affordability Committee, 1987-92.  Member, Ways and Means Committee, 1993; Commerce and Government Matters Committee, 1994; Joint Expenditure Study Group on Law Enforcement and Transportation.

Private Career and Other Public Service:
Served in U.S. Navy 1953-56.  Chair, Special Committee in School Pupil Transportation; Committee to Set Minimum Standards for Police Departments.  Member, Special High Impact Courts Committee; Baltimore City Mayor's Coordinating Council on Criminal Justice.  Member, Governor's Committee to Promote Employment of the Handicapped, 1971-76; Governor's Commission Law Enforcement and the Administration of Justice, 1971-80; Commission to Study the Operation of Security Guards and Special Police, 1972-79; Program Open Space Allocation Committee, 1972-, Commission to Study the Residential Needs of the Retarded, 1976-77, Asbestos Oversight Committee, 1987-; Maryland 1992 Commission, 1989-92; Advisory Council to Maryland Film Commission, 1989-.
