Born Rosario Charles Avara, January 11, 1932, in Baltimore, Maryland. Attended Baltimore public schools; honorary Ph.D. in public service, University of Maryland Baltimore County, 1993. Married Hazel Jones; two children. Died October 19, 2004, in Catonsville, Maryland.
