Born in Baltimore City, Maryland, October 19, 1940.  Attended Baltimore public schools; Western Maryland College, B.A., 1962; University of Maryland School of Law, J.D., 1965.  Admitted to Maryland Bar, 1967.

General Assembly:
House of Delegates, Baltimore County, 1973-86.  Vice-chair, Judiciary Committee, 1983-86; chair, Subcommittee on Motor Vehicle Laws.  Chair, Baltimore County Delegation, 1979-82.  Member, Joint Committee on Administrative, Executive and Legislative Review.

Private Career and Other Public Service:
Captain, U.S. Army Military Police Corps.  Assistant state's attorney, Baltimore City.  Committing magistrate, Baltimore County.  Practicing attorney and senior partner in the Baltimore City law firm of Alperstein & Diener, P.A.  Member, Trial Courts Judicial Nominating Commission, Baltimore City.  Member, Democratic State Central Committee, Baltimore County, 1970-72.  Member, Maryland Highway Safety Coordinating Committee; Baltimore County General Hospital Board of Trustees; Dean's Advisory Council on Teacher Education, Towson State University; Jewish War Veterans; ZOA; American Judicature Society; National Society of State Legislators; American, Maryland State, Baltimore City, and Baltimore County Bar Associations.  President, National Defense Attorney's Association.  Randallstown Jaycees Board of Directors; Save-A-Heart Foundation; Safety First Club of Maryland; Jewish National Fund; Northwest Community Mental Health Center; Baltimore County Senior Citizens Employment Advisory Board; First Step Youth Service.
