Biography:
Little is known about Francis Downs. According to historian Donnell MacClure Owings, Downs was commissioned as Clerk on February 19, 1685/6. He was ousted by Protestant Associators on September 4, 1689 during the Maryland Revolution that occurred from July, 1689 until May, 1690. During this period, Protestants overthrew the proprietary government of the Colony of Maryland and its officers. It is possible that Downs returned to England after this episode. This would explain the lack of information available on Francis Downs. The only other source that menionts Downs is Index 71 which lists documents in which his signature, as Clerk, appears. The Index does not include any information on land belonging to Downs.
