Born in New York, New York, July 16, 1958.  Attended Colegio Espiritu Santo, Puerto Rico; College of Notre Dame of Maryland, B.A., 1981; University of Baltimore School of Law, J.D., 1984.  Admitted to the Maryland bar, 1985.

Circuit Administrative Judge, and Chief Judge, Baltimore City Circuit Court, 8th Judicial Circuit, since January 11, 2020 (Associate Judge, since November 10, 1999).
