Born in Newark, New Jersey, August 19, 1938. Attended West Side High School, Newark, New Jersey; University of Maryland, B.S. (business & public administration), 1963; University of Baltimore School of Law, LL.B., J.D., 1970. Admitted to Maryland Bar, 1971.  Married.
