Born in Baltimore, Maryland, February 6, 1950.  Attended Cardinal Gibbons High School, Baltimore; The Johns Hopkins University, B.A., 1972; University of Baltimore School of Law, J.D., 1976.  Admitted to the Maryland Bar, 1977.

General Assembly:
House of Delegates, Legislative District 47A (D), Baltimore City, 1995-99.  Member, Judiciary Committee, 1995-99.  Chair, Criminal Justice Subcommittee.  Member, Liaison Work Group, Baltimore City delegation, 1999.

Private Career and Other Public Service:
Associate Judge, District Court of Maryland, District 1, Baltimore City, since February 18, 1999. Member, Legislative Committee, Maryland Judicial Conference, 2000-.

Member, City Council, Baltimore City, 1982-95 (labor subcommittee, 1982-83; chair, committee on budget & taxation, 1983; chair, committee on taxation & finance, 1983-95). Member, Mayor's Advisory Committee on Risk Management, Baltimore City, 1985.

Member, Maryland State and Baltimore City Bar Associations. Chair, Baltimore City Democratic Central Committee, 1978-82. Alternate Delegate, Democratic Party National Convention, 1980, 1984. Member, School Board, Cardinal Gibbons School, 1980-94. Distinguished Recognition, Firefighters Local no. 734, 1983.
