Biography:

Born in Elkton, Maryland, October 9, 1948.  Attended Corpus Christi High School, Elsmere, Delaware; Cecil Community College; University of Maryland.  Married; five children.

General Assembly:
House of Delegates, Legislative District 36 (D), Caroline, Cecil, Kent, Queen Anne's Talbot Counties, 1983-2001.  Chair, Eastern Shore delegation, 1989-90.  Member, Joint Committee on Administrative, Executive and Legislative Review, 1989-90.  House chair, Joint Committee on Health Care Cost Containment, 1991-92.  Chair, Environmental Matters Committee, 1991-2001; member, 1983-2001, vice-chair, 1989-90, Agriculture, Environment and Natural Resources Subcommittee, 1999-2001; Health Subcommittee, 1999-2001; Public Utilities Subcommittee, 1999-2001.  Member, Rules and Executive Nominations Committee, 1991-2001; Legislative Policy Committee, 1991-2001; Joint Task Force on Maryland's Procurement Law, 1994.  House chair, Special Joint Committee on the Vehicle Emissions Inspection Program, 1995-2001.  Co-chair, Article 66B, (Planning and Zoning) Study Commission, 1999-2000.  Member, Joint Subcommittee on Program Open Space and Agricultural Land Preservation, 2000.

Served in U.S. Army, 1969-71, with a tour in Vietnam, 1969-70; two Army Commendation Medals.  Employed by Bell Atlantic-Maryland.  Member, Governor's Advisory Council on Acquired Immune Deficiency Syndrome (AIDS), 1987-91; Subcommittee on Uninsured Persons of Governor's Commission on Health Care Policy and Financing, 1988-90; Governor's Commission on Growth in the Chesapeake Region, 1989-91; Chesapeake Bay Commission, 1989-91; Susquehanna River Watershed Advisory Board, 1990; State Economic Growth, Resource Protection, and Planning Commission, 1992-; Atlantic States Marine Fisheries Commission, 1995-; Blue Ribbon Citizens Pfiesteria Commission, 1997.  Co-chair, Task Force to Study Retail Electric Competition and the Restructuring of the Electric Utility Industry, 1997-98.  Member, Governor's Task Force on Eastern Shore Economic Development, 1999-.  Member, Knights of Columbus; Elks; VFW; American Legion.  Secretary, Cecil County Junior Football League.
