Born in Pittsfield, Massachusetts, July 23, 1952.  Attended Bethesda-Chevy Chase High School; Duke University, B.A., magna cum laude, 1974; University of Maryland School of Law, J.D, editor-in-chief, Maryland International Law Journal, 1977-78, Dean's Award, 1978.  Married; two children.

General Assembly:
House of Delegates, Montgomery County, 1987-99.  Member, Judiciary Committee, 1987-99; chair, Criminal Justice Subcommittee; Special House Committee on Drug and Alcohol Abuse, 1991-92.
