Born in Baltimore, Maryland, March 26, 1958.  Attended Pikesville High School; Duke University, B.S., Electrical Engineering, 1980; University of Maryland School of Law, J.D., 1983.  Married; three children.

House of Delegates, Baltimore County, 1995-99.  Member, Economic Matters Committee, 1995-99; vice-chair, Science and Technology Subcommittee; member, Real Property Subcommittee; Workers' Compensation Subcommittee.  Member, Joint Advisory Committee on Legislative Data Systems, 1998-99.
