Biography:

Born in Baltimore, Maryland, September 23, 1931.  Brother of Raymond A. Dypski.  Attended Baltimore Polytechnic Institute; University of Baltimore.  Married to Joyce Houtz; one son, Michael.  Died January 20, 2009, in Baltimore, Maryland.

General Assembly:
Senate, Legislative District 47 (D), Baltimore City, 1975-83.  Member, Constitutional and Public Law Committee; Election Laws Task Force.  Co-chair, Legislative Committee on Port of Maryland.  House of Delegates, Legislative District 46 (D), Baltimore City, 1987-2003.  Member, Commerce and Government Matters Committee, 1995-2003; Motor Vehicles Subcommittee, 1999-2003. Chair, Transporation and Motor Vehicles Subcommittee, 1995-1998.  Member, Joint Committee on Protocol; Judiciary Committee, 1990-94; Special Committee on Rail Mergers, 1997.  Vice-chair, Baltimore City delegation, 1991-2003; Liaison Work Group.

Private Career and Other Public Service:
Administrative officer, Motor Vehicle Administration.  Recipient of numerous community and veterans citations.  Recipient for four years, Community Service Award for work as Chair of United Charity Campaign.  Member, Governor's Commission on Baltimore City Automobile-Insurance Rate Reduction, 1995.
