Biography:

Born in Westminster, Maryland on April 17, 1938.  Attended Robert Moton School, Westminster; Morgan State University, B.S., 1960, M.B.A., 1975.  Married; two children.  Died June 7, 2012.

General Assembly:
House of Delegates, Carroll County, 1983-96.  Member, Appropriations Committee, 1983-96; Education and Economic Development Subcommittee.  Member, Oversight Committee on Pensions; Chair, Capital Budget Subcommittee.  Member, Special Joint Committee on Economic Development Strategy, 1990; Special Joint Committee on Energy Pricing, 1990-91; Joint Committee on the Management of Public Funds, 1987-88; Joint Expenditure Study Group on Law Enforcement and Transportation, 1991; Rules and Executive Nominations Committee, 1987-96.  House chair, Joint Budget and Audit Committee, 1988-94.  Co-chair, Special Joint Committee on Pensions.

Private Career and Other Public Service:
Assistant vice-president, Merrill Lynch, Pierce, Fenner & Smith, Inc.  Served in U.S. Army, 1960-68; attained rank of captain; one and one-half years in 101st Airborne; received bronze star in Vietnam.  President, Carroll County Board of Education, 1975-77; member, 1970-78.  Member, Governor's Commission on Funding Public Education, 1977; Commission to Study the Judicial Branch of Government, 1981-82; Maryland Industrial Development Financing Authority, 1981-84; Task Force on the Charles H. Hickey, Jr. School, 1991.  State treasurer, 1996-2002.
