Born in Wilkes County, Georgia, September 25, 1942.  Attended Paul Laurence Dunbar School, Baltimore; Morgan State College, B.A., 1968; Morgan State University, M.A., 1978.  Married; four children.

General Assembly:
House of Delegates, Legislative District 45 (D), Prince George's County, 1983-2007.  Member, Ways and Means Committee, 1983-2007 (vice-chair's subcommittee, 1995-2007; chair, finance resources subcommittee, 1995-2007). House Chair, Joint Committee on Protocol, 1987-2007. Member, Joint Expenditure Study Group on Health, Housing, Economic Development, and the Environment, 1991; Joint Committee on Administrative, Executive and Legislative Review, 1995-2003; Special Joint Committee on Competitive Taxation and Economic Development, 1996-97; Special Committee on Gaming, 2001. Member, Legislative Black Caucus of Maryland (formerly Maryland Legislative Black Caucus), (chair, protocol committee, 2001-07; member, civil rights committee, 2000-07, crime & public safety committee, 2000); Maryland Veterans Caucus, 2004-07. Member, National Conference of State Legislatures (budgets & revenue committee).

Member, Maryland Affordable Housing Trust, 1992-97; Commission to Study Ways to Improve the Financial Viability of the Racing Industry, 1997; Baltimore Red Line Community Advisory Council, 2006-07.

Served in U.S. Air Force, 1960-64. Morgan State College, B.A., 1968; Morgan State University, M.A., 1978. Human services delivery systems administrator/social scientist.
