Biography:

Born in Baltimore, Maryland, March 20, 1939.  Attended Calvert Hall College High School, 1957; University of Baltimore; University of Baltimore School of Law, LL.B., 1963.  Married; five children. Died March 27, 2013, in Baltimore, Maryland.

General Assembly:
House of Delegates, Baltimore City, 1967-98.  Democrat.  Member, Judiciary Committee; Economic Matters Committee, 1990-93; chair, Workers' Compensation Subcommittee.  House chair, Workers' Compensation Benefit and Insurance Oversight Committee, 1993.  Chair, Commerce and Government Matters Committee, 1994-98.  Member, Legislative Policy Committee, 1994-98; Rules and Executive Nominations Committee, 1994-98; Joint Committee on the Selection of the State Treasurer, 1996; Joint Committee on Administrative, Executive and Legislative Review; Joint Legislative Committee on Metropolitan Mass Transit.  Vice-chair, Constitutional and Administrative Law Committee.  Co-chair, Special Joint Committee on Coal Pipeline Resources.
