Biography:

Born in Philadelphia, Pennsylvania, July 27, 1936.  Attended Friends Select School, Philadelphia; Ursinus College, B.A., 1957; Georgetown University, M.A., 1960; Catholic University, Ph.D., 1975.  Married; four children.

General Assembly:
Member of House of Delegates, District 39 (Montgomery County), 1995-99; Distrirct 4 (Carroll & Frederick Counties), February 4, 2015-. Republican. Member, Appropriations Committee, 2015- (education & economic development subcommittee, 2015-; oversight committee on pensions, 2015-). Member, Environmental Matters Committee, 1995-99 (environmental & natural resources subcommittee). Member, Joint Committee to Study Mandates on Local Government, 1995-97.

Private Career and Other Public Service:
Member, State Water Quality Advisory Committee, 1997-99. Member, National Graduate Fellows Program Fellowship Board, 1985-91; National Advisory Council on Adult Education, 1986-89.

Associate professor, Bowie State University, 1965-. Adjunct professor, University of Maryland University College. Former business owner, Reston Town and Country School, Reston, Virginia. Guest lecturer in Asia and Europe for U.S. Information Agency. Special assistant for ethnic affairs, Republican National Committee. Member, Montgomery County Men's Republican Club; National History Honor Society; American Association of University Professors (past president, local chapter); Urbana Homeowners Association; Order of the Elks. Past president, Bowie State University Faculty Association. Co-Editor, Toward Defining Literacy (1990).
