Born in Baltimore, Maryland, March 14, 1947.  Attended Severna Park High School; University of Baltimore, B.A., 1969; University of Maryland School of Social Work, M.S.W., 1976.

General Assembly:
House of Delegates, Legislative District 42 (D), Baltimore City, 1979-2003.  Member, Special House Committee on Drug and Alcohol Abuse; Ways and Means Committee, 1986-2003; Chair, Transportation Subcommittee, 1994-96; Chair, Education Subcommittee, 1997-2003.  House co-chair, Joint Transportation Financing Committee, 1994.   Member, Special Joint Task Force on Transportation, 1995-96; Special Joint Committee on Competitive Taxation and Economic Development, 1996-97; Special Committee on School Enrollment Management, 1996-97.  Member, Liaison Work Group, Baltimore City delegation.

Private Career and Other Public Service:
Social worker.  Member, State Development Council Task Force, 1980-84; Governor's Task Force on Food and Nutrition, 1983-85; Task Force to Study the Funding of Special Education, 1985-86; State Advisory Council on Nutrition, 1985-; Local Health Services Funding Review Committee, 1993; Task Force on Education Funding Equity, Accountability, and Partnerships, 1997-98; Maryland School Performance Assessment Program Review Panel, 1997-; Task Force on School Construction Work-Based Learning and Apprenticeship Programs, 1998-99.  Active in community affairs.  Board member, Maryland Food Committee; Fellowship of Lights. Author of articles in The Baltimore Sun on the elderly, community organizations in Baltimore, and zero-base budgeting.
