Associate Judge, District Court of Maryland, District 1, Baltimore City, April 23, 1993 to June 30, 2011. Retired June 30, 2011. Member, Family and Domestic Relations Law Committee, 1993-2001, Maryland Judicial Conference; Commission on Judicial Disabilities, 2002-11 (vice-chair, 2006-11). Member, District Court Chief Judge's Committee, 2015-, and Retired and Recalled Judges Committee, 2015-, Judicial Council. Advocacy director, Maryland State Planning Council on Developmental Disabilities, 1975-76. Assistant attorney general, and principal counsel to Department of Human Resources, 1980-93.

Staff attorney and full-time lecturer, Developmental Disabilities Law Project, University of Maryland School of Law, 1976-78. Directing attorney, Evergreen Legal Services, Port Angeles, Washington, 1978-80. Mediator and arbitrator, Creative Dispute Resolutions, LLC, 2011-.
