Biography:

Born in Baltimore, Maryland, June 25, 1930.  Attended Baltimore parochial schools; Baltimore City College; University of Baltimore, A.A., 1956; University of Baltimore School of Law, J.D., 1958.  Admitted to the Maryland Bar, 1958.  Married Sara Nile Stumpf in 1952; three children:  Martin A. Kircher, Jr., Kristopher, Daria.  Resided in Homeland.  Died of cancer January 4, 2000.

General Assembly:
House of Delegates, Legislative District 3, Baltimore City, 1963-73.  Member, Judiciary Committee, 1963-66; 2nd vice-chair, 1967; vice-chair, 1968; chair, 1969-73.  Member, Metropolitan Affairs Committee, 1965-66; Committee on Constitutional Convention, 1967; Legislative Council, 1969-73.  Introduced state handgun legislation, 1972.  Resigned August 15, 1973.

Private Career and Other Public Service:
Served in U.S. Air Force, 1951-55.  Private law practice after 1959.  Partner, Kent, Kircher & Schueffle, Baltimore.  Member, Maryland State Bar Association.  National College of the Judiciary, 1975 (faculty advisor, 1978).  Associate judge, District Court of Maryland, District 1, Baltimore City, August 1973 to January 4, 2000.  Communicant of the Roman Catholic Cathedral of Mary Our Queen, Baltimore.
