Biography:

Born in Asheville, North Carolina, February 10, 1925. Attended Western High School, Washington, D.C.; University of Maryland; Cornell University, B.C.E., 1948; George Washington School of Law, J.D., 1955.  Admitted to the Maryland Bar, 1958. Married first, Louise Carpenter; three children: Gary C. Rymer, Thomas A. Rymer, Jr., and Ronald C. Rymer. Married second, Grace Mead Garrett, 1977. Died April 15, 2016.

General Assembly:
House of Delegates, Districts 29A & 30A (D), Calvert County, 1971-87.  Chair, Environmental Matters Committee.  Member, Rules and Executive Nominations Committee; Legislative Policy Committee. Majority whip, 1978-86.  Chair, Calvert County delegation.

Private Career and Other Public Service:
Served in U.S. Navy during World War II, entering as an ensign and leaving as a lieutenant, junior grade. After military service, held numerous engineering and constructions positions, including director of the Air Force Military Construction Program. State's attorney for Calvert County, 1966-70. Town attorney for North Beach; attorney for Calvert County Board of Education. Member, Tri-County Council for Southern Maryland; chair, 1979-82. Judge, Calvert County Circuit Court, 7th Judicial Circuit, 1987-95. 

President, Board of Library Trustees, Calvert County, 2000. Member, Tri-State Chesapeake Bay Commission; Judicial Compensation Committee, Maryland Judicial Conference; Calvert County and Maryland State Bar Associations; Deale Elks Club; South Arundel Optimist Club; Calvert County Democratic Club; Calvert County Chamber of Commerce; VFW; American Legion. Member, Emmanuel United Methodist Church.
