Born in Somerset County, Maryland, July 29, 1947.  Attended Washington High School, Princess Anne; Salisbury State College, B.A., 1970; University of Baltimore Law School, J.D., 1974.  Married; two children.

General Assembly:
House of Delegates, Somerset, Wicomico, and Worcester Counties, 1983-90.  Member, Ways and Means Committee; Spending Affordability Committee; Joint Subcommittee on Death Taxes; Joint Oversight Committee on Chesapeake Bay Critical Areas.  Vice-chair, Rules and Executive Nominations Committee.  House chair, Joint Committee on Administrative, Executive and Legislative Review.  Chair, House Facilities Committee; Judiciary Committee, 1989-90.  Member, Legislative Policy Committee, 1989-90. Co-chair, Task Force on Drunk and Drugged Driving, 1989-90.

Private Career and Other Public Service:
Attorney.  Member, Court of Appeals Standing Committee on Rules of Practice and Procedure, 1989-90; Article 27 (crimes & punishments) Revision Committee, 1991-.
