Biography:

Born in Baltimore, Maryland, February 28, 1927.  Attended Valley Forge Military Academy.  Received B.S., Georgetown University School of Foreign Service, 1950; J.D., University of Maryland Law School, 1953.  Attended Johns Hopkins University graduate school, four years.  Admitted to the bar, November 7, 1953.  Married, Joyce McCartney Ward; four children, Kathleen, Patrick, Tracy, and Megan. Died March 6, 2016, in Baltimore, Maryland.

Served in U.S. Army, 1945-1947, 1949-1952; parachute infantry; graduate of infantry school & airborne & glider school.  Reporter, Baltimore Sun, 1950-1954.  Baltimore City Council, 1963-1967.  Member, Mayor's Committee to Determine the Feasibility of Buying Maryland Transit Company, Baltimore City, 1966.  Commission for Historical and Architectural Preservation, Baltimore City, 1966-68.  Redistricting Commission, Baltimore City, 1967. Member, Joint Legislative Committee to Determine the Feasibility of a Department of Transportation, 1968.  Metropolitan Transit Authority, 1970-72.  Elected Associate Judge, Baltimore City Circuit Court, December 15, 1982.  Retired from bench at completion of term, February 27, 1997; continued to hear cases on a limited basis as a retired judge. Served one year as chairman of the Baltimore City Board of Liquor License Commissioners, 2014-15.
