Biography:

Born in Quanah, Texas, August 9, 1935.  Attended McKinley High school, Washington, D.C.; George Washington University; American University, B.S., 1960; J.D., 1964.  Married, two children.  Died June 4, 2013, in Maryland.

General Assembly:
House of Delegates, Legislative Districts 1 & 24 (D), Prince George's County, 1971-78.

Private Career and Other Public Service:
Served twenty-six years in U.S. Army and U.S. Army Reserve; retired as colonel, Judge Advocate General's Corps.  Assistant corporation counsel, District of Columbia, 1965-67.  Associate county attorney, Prince George's County, 1967-68.  Master of juvenile causes, Prince George's County Circuit Court, 1968-70.  Chair, board of trustees, Prince George's Community College, 1969-70.  Associate judge, Prince George's County Circuit Court, 7th Judicial Circuit, 1978-94.  Appointed by the President to National Advisory Committee on Juvenile Justice, 1980.  President Clinton appointed him to lead the Federal Office of Child Support Enforcement in 1993. Member, President Obama's Transition Team, 2008.  Awarded National Family Court Judge of the Year in 1989.  Member, Advisory Board of Juvenile Services; Governor's Commission on Juvenile Justice; Maryland State, Prince George's County and District of Columbia Bar Associations.  Commissioner, Federal Office of Child Support Enforcement.  President, Board of Trustees, Baltimore Annual Conference, United Methodist Church.
