Born in Baltimore, Maryland, September 1, 1935.  Attended Baltimore public schools; University of Baltimore; University of Baltimore Law School, LL.B., J.D., 1957.  Admitted to the Maryland Bar, 1957.  Married.

Appointed to the Senate, January 22, 1965, vice H. Winship Wheatley, Jr., deceased.  House of Delegates, Baltimore County, 1967-72.  Vice-chair, Judiciary Committee; chair, Criminal Law Subcommittee, 1969-70.

Private Career and Other Public Service:
Served in U.S. Army, 1957; Maryland National Guard, 1958-63.  Member, Baltimore City Democratic State Central Committee, 1961-62.  Associate judge, District Court of Maryland, District 8, Baltimore County, 1972-77.  Associate judge, Baltimore County Circuit Court, 3rd Judicial Circuit, 1977-82.  Judge, Court of Special Appeals, 2nd Appellate Circuit, Baltimore County, 1982-95.  Associate professor, business law, Towson State University, 1980-90.  Member, Code Revision Committee, Maryland General Assembly Department of Legislative Services; Judicial Compensation Committee, Maryland Judicial Conference.  Member, American and Maryland State Bar Associations.  Member, Standing Committee on Maryland Civil Pattern Jury Instructions.  Executive council, Baltimore City Bar Association; American Judicature Society; Heuisler Honor Society, University of Baltimore; Legal Aid Board of Baltimore City; Executive Board, Junior Bar Association of Baltimore City.  Board member, Jewish Big Brother League; member, Center Lodge AF & AM, 1978-91; Masons; Histadrut.
