Biography:

Born in Baltimore, Maryland, July 21, 1940. Attended Frederick Douglass Senior High School, Baltimore, Maryland; Morgan State College, B.A., 1963; New York University, M.A., 1966; University of Baltimore School of Law, J.D., 1969. Law clerk to Judge Joseph L. Carter and Master Harry Sachs, 1968-69. Admitted to Maryland Bar, 1969; U.S. District Court for District of Maryland, 1972; U.S. Court of Appeals for 4th Circuit, 1972; U.S. Supreme Court, 1973; District of Columbia Bar, 1988. Married Joan Queen Davis, 1964; two children. Died on November 27, 2023, in Baltimore.

Bailiff to Supreme Bench of Baltimore, 1968-69. Assistant State's Attorney, Baltimore City, 1970-71. Assistant Attorney General, Criminal Appeals Division, 1971-79; counsel to Division of Correction, Department of Public Safety and Correctional Services, 1979-81.
