Born in Daisytown, Pennsylvania.  Attended Pennsylvania public schools; University of Pittsburgh; Barnard College; New York State School of Industrial and Labor Relations; Morgan State College, B.A., 1961; University of Maryland School of Law.

House of Delegates, Baltimore City, 1971-74.

Private Career and Other Public Service:
Human rights specialist.  Member, Board of Examiners, State Department of Personnel.  Member, Model Cities Community Council.  Delegate, Democratic National Convention, 1972.  Founder and advisor, Freedom Democratic Club of Baltimore City, Inc. First vice chair, Director of Public Relations, and chair, 1973 Convention, National Black Women's Political Leadership Caucus.  Secretary, Maryland Black Legislative Caucus.  Retired from Maryland state government.  President and CEO, "Hildy Place" on the internet.  Member, National Political Organization of Women; Baltimore Women's Caucus; National Society of State Legislators; League of Women Voters; National Order of Women Legislators; United Nations Association; International Platform Association.  President,  Eye Watchers Association.  Member, Baltimore Urban League; NAACP; Activists, Inc.; Northwest Credit Union; Morgan State Alumni Association; Alpha Kappa Alpha sorority.  Listed in Who's Who in American Politics, Who's Who, Today's Women, Who's Who in Politics in the South and Southwest, Dictionary of International Biography.
