Born in Birmingham, Alabama, March 24, 1951. Attended Western Maryland College, B.A., 1973; University of Maryland School of Law, J.D., 1980 (Order of Coif; Roger Howell Award; Myerowitz Prize). Admitted to Maryland Bar, 1980; Massachusetts Bar, 1990.

U.S. Magistrate Judge, October 24, 1994 to March 24, 2016. Chief Magistrate Judge, May 6, 1999 to May 6, 2006. Retired March 24, 2016, and assumed recall status.

Assistant Attorney General, Criminal Appeals and Correctional Litigation Division, 1981-86, and Criminal Appeals Division, 1986-91. Coordinator, Governor's Task Force on Family Law, 1991-92. Director, Legal, Labor and Special Issues, Office of Governor, 1991-94.
