Biography:

Born in Burtonsville, Maryland, March 30, 1927.  Attended Montgomery County public schools.  Married; three children.  Died July 20, 2010, in Annapolis, Maryland.

General Assembly:
House of Delegates, Anne Arundel County, 1967-93.  Member, Atlantic States Marine Fisheries Commission, 1976-80; Joint Budget and Audit Committee, 1979-90.  Chair, Commission on Intergovernmental Cooperation; Executive Committee of the Southern Legislative Conference; Fiscal Affairs and Governmental Operations Committee; Anne Arundel County Delegation; Ways and Means Committee, 1979-93.  Member, Maryland Committee on Federal Income Tax Conformity, 1982-83; Special Joint Committee on Patuxent Institution, 1988-89.  House Chair, Special Joint Committee on Income Tax Reform.  Member, Rules and Executive Nominations Committee; Legislative Policy Committee; Management Subcommittee; Spending Affordability Committee; Special Joint Committee on Energy Pricing.  Maryland representative to the Council of State Governments.

Private Career and Other Public Service:
Served in U.S. Navy, 1945-47.  Governor’s Task Force to Study Flexibility for Higher Education, 1983-84; Governor’s Task Force on State Support for Volunteer Fire, Rescue and Ambulance Companies, 1983-85; Fiscal Review Committee, 1984-86; Executive/Legislative Committee to Study the Feasibility of a Biennial Budget, 1985; State Trade Policy Council, 1985-89; Task Force on School Construction Finance, 1987; Governor’s Drug and Alcohol Abuse Commission, 1991-93.  Co-chair, Task Force on Property Tax Reform.  Delegate to Democratic Party National Convention, 1996.  Maryland Secretary of State, 1993-95.  Board of Directors, Economic Development Corporation, 2000-01.  Thomas Kennedy Award, Speaker's Society, 2003.  Member, Elks; Moose.
