Biography:

Born Joseph I. Pinas, February 16, 1922 in New York City;  Changed last name to "Pines" in July, 1947.  Graduated Baltimore City College, 1939.  LL.B., University of Baltimore, 1946.  LL.M., University of Baltimore, 1948.  M.L.A, Johns Hopkins University, 1975.  Admitted to the bar, April 29, 1946.  Married, Marcia C.G. Pines; two children, Ellen and David Pines. Died April 16, 2009, in Pikesville, Maryland. Buried at Beth Tfiloh Cemetery.

Practiced with Israelson, Pines & Jackson, 1945-1975; Levin, Gann & Hankin, 1975-1980.  Appointed to Supreme Bench of Baltimore City, January 28, 1980; retired from the bench, February 19, 1992. Continued to hear cases as a visiting judge through 2001.  Lecturer, Mt. Vernon School of Law (now University of Baltimore); University of Maryland Law School; Johns Hopkins School of Medicine; Medical and Chirurgical Faculty of Maryland.  

Chairman, State Advisory Council on Mental Hygiene; Member, Governor's Commission on Health Care Policy and Financing (chair, sub-committee on long-term health care); Member, Bar Association of Baltimore; Maryland State Bar Association; Maryland Trial Lawyers Association; Maryland Judicial Conference.  Past President, Urban League of Baltimore.  Vice President, Baltimore Jewish Council.  Chairman, Anti-Defamation League of Maryland.  Chancellor Commander, Jacob Sandy Lodge Knights of Pythias.  Board member, Bar Library COmpany of Baltimore Bar.  Chairman, Institutional Review Board State Appeal Board, Johns Hopkins School of Public Health.
