Biography:

Born Marvin Hugh Smith, August 10, 1916, in Federalsburg, Maryland. Son of Charles H. and Jeannette (Brown) Smith. Attended Caroline County public schools (Federalsburg); Washington College, A.B., 1937, LL.D., 1980; University of Maryland, LL.B., 1941. Admitted to the Maryland Bar, 1941. Married to Rebecca Groves; three children. Died September, 27, 2010. Buried at Hillcrest Cemetery, Federalsburg.

Judge, Court of Appeals, 1968-1986. Delegate, 1967-68 Constitutional Convention, Caroline County. Served with U.S. Army Counter Intelligence Corps, 1941-1945. Caroline County Board of Education, 1951-1953 (president, 1952-1953); Commission to Revise the Criminal Law of Maryland, 1952; assistant attorney general of Maryland, 1953-1955; chairman, Trustees of Clients' Security Trust Fund, 1966-1968.

Member, Executive Board of Del-Mar-Va Council Boy Scouts of America, (vice-president, 1969-1971; president, 1971-1973). Member, American, Maryland State, Caroline County, and Second Judicial Circuit Bar Associations; American Judicature Society.  Boy Scouts of America Silver Beaver, 1968, Distinguished Eagle, 1975. Mason; Rotarian; member, American Legion. Alumnus of the Year, University of Maryland Law School, 1984. H. Vernon Eney Award, Maryland Bar Foundation, 1986.
