Biography:

Born September 17, 1925, New York City. Son of Leonard Dawson and Grace R. Adkins. Grandson of Judge William H. Adkins. Attended Albany Academy, Albany, New York; Williams College, A.B., 1949; Harvard University Law School, LL.B., 1952. Admitted to Maryland Bar, 1952. Married Janice Sharps; four children, including Judge William H. Adkins III. Died February 17, 2003, Williamstown, Massachusetts.

Associate Judge, Maryland Court of Special Appeals, 1982-1986. Associate Judge, Maryland Court of Appeals, 1986-1990. State Court Administrator, 1973-1982.  Justice of the Peace and Substitute Trial Magistrate, Talbot County, 1953-1957. Served in the U.S. Army, 1943-1945. Member, Court of Appeals Standing Committee on Rules of Practice and Procedure, 1958-1966, 1972-1973; State Board of Law Examiners, 1962-1969, 1972; State Commission on Human Relations, 1969-1972 (chairman, 1969-1970). Chairman, Maryland Advisory Committee to the U.S. Commission on Civil Rights. Director, Governor's Commission to Revise the Annotated Code, 1970-1973 (revisor of statutes and assistant director, Department of Legislative Services, 1972-1973). Member, American Bar Association; Maryland State Bar Association; Talbot County Bar Association; Second Judicial Circuit Bar Association; American Judicature Society Institute of Judicial Administration; American Bar Foundation; Maryland Bar Foundation; Phi Beta Kappa; Order of the Coif, University of Maryland School of Law.
