Biography:

Born Edgar Paul Silver in Baltimore, Maryland, July 1, 1923.  Son of Samuel and Lena Silver.  Attended Talmudical Academy; Baltimore City College; University of Baltimore; Mt. Vernon Law School, LL.B., 1963.  Admitted to the Maryland Bar, 1955.  Married to Ann Wolf; two children.  Died November 11, 2014, in Baltimore, Maryland. 

General Assembly:
House of Delegates, Baltimore City, 1955-65.  Chair, Motor Vehicles Committee, 1957-65.  Resigned July 12, 1965.

Private Career and Other Public Service:
Served in U.S. Maritime Service, 1943-45.  Judge, Municipal Court of Baltimore City, 1965-71; District Court of Baltimore City, 1971-77; Baltimore City Circuit Court, 8th Judicial Circuit, 1977-88.  Law practice, Rifkin, Livingston, Levitan & Silver, LLC.  Member, Maryland State and Baltimore City Bar Associations; American Judicature Society.  Vice-chair, Mayor's Committee on Traffic Safety.  Member, National Commission on Uniform Traffic Laws and Ordinances; State Advisory Board for Juvenile Services.  Associate member, President's Committee on Traffic Safety.  Board member, Baltimore Safety Council.  Member, American Jewish Congress; Citizens Planning and Housing; Knights of Pythias.
