Born in Havre de Grace, Maryland, November 21, 1972.  Attended Loyola High School, Towson, Maryland; University of Maryland College Park, B.A., Government and Politics, 1994; University of Baltimore, M.A., legal and ethical studies, 1996.  Married; three children.
