Born in Hagerstown, Maryland, June 30, 1972.  Attended South Hagerstown High School; The Johns Hopkins University, B.A., history, Phi Beta Kappa, 1994; George Washington University, M.A., political management (valedictorian), 1998).  Married; three children.
