Born in Cumberland, Maryland, August 18, 1953.  Attended Bishop Walsh High School; Frostburg State College, B.S., political science, 1975; University of Baltimore School of Law, J.D., 1978.  Admitted to the Maryland Bar, 1980.

Member of House of Delegates, District 1B, Allegany County, 1987-95, and January 13, 1999 to January 14, 2015. Democrat. Member, Judiciary Committee, 1987-95, 1999-2015 (civil law & procedure subcommittee, 1999-2015). Member, Joint Committee on Administrative, Executive and Legislative Review, 1993-95. Member, Maryland Legislative Sportsmen's Caucus, 2001-15; Maryland Rural Caucus, 2002-15.

Member, Citizens Advisory Board, Joseph D.
