Born in Elkins, West Virginia, October 16, 1950.  Attended Towson State University, B.S., mathematics and secondary education, 1972; Western Maryland College, M.Ed., administration, 1982.  Married; two children.

General Assembly:
Member of House of Delegates, District 39 (Montgomery County) January 13, 1999 to January 9, 2019. (Democrat) Member, Judiciary Committee, 1999-2002 (gaming law & enforcement subcommittee, 1999-2002); Appropriations Committee, 2002-09 (health & human resources subcommittee, 2002-03; oversight committee on personnel, 2002-09; capital budget subcommittee, 2003-09; chair, public safety & administration subcommittee, 2007-09, vice-chair, 2003-06); Economic Matters Committee, 2009-19 (consumer protection & commercial law subcommittee, 2009-10; public utilities subcommittee, 2009-19; chair, alcoholic beverages subcommittee, 2011-19). Former member, Board of Directors, Montgomery County Education Association (member at large, 1978-88; treasurer, 1988-92; vice-president, 1992-98). Board of Directors, Montgomery County Teachers Federal Credit Union, 1983-87; Maryland State Teachers Association, 1989-90, 1991-95, 1996-2000; Hadley Farms Community Association, 1992-93. Delegate, Democratic Party National Convention, 2000. Former secretary, Legislative District 39 Democratic Caucus; former chair, Precinct 1-04, Legislative District 39. Certificate of Appreciation, Maryland Municipal League, 2007, 2008, 2011.
