Born in Berwyn Heights, Maryland, August 3, 1930.  Attended McKinley High School, Washington, D.C.; University of Maryland, B.S., economics, 1952; George Washington University, LL.B., 1958, J.D., 1960.

House of Delegates, Legislative Districts 3 & 18 (D), Montgomery County, 1967-75, 1987-90.  Member, Judiciary Committee, 1967-73; Ways and Means Committee, 1973-75; Economic Matters Committee, 1987-90.  Senate, Legislative District 19 (D), Montgomery County, 1975-79.  Member, Economic Affairs Committee; Joint Committee on Administrative, Executive and Legislative Review.

Private Career and Other Public Service:
Served in U.S. Air Force, 1952-54.  Chair, Montgomery County Tydings for Senate Campaign, 1964.  Co-chair, Sarbanes for Senate committee, Montgomery County, 1976.  Member, Montgomery County Commission on Aging, 1979-82; Maryland Transportation Commission, 1979-87.  Chair, Montgomery County Charter Review Commission, 1985-86, (member, 1979-86).  Member, State Board for Higher Education, 1986-87.  Delegate, Montgomery County Council of PTAs; Allied Civic Group.  Board of directors, Maryland Disability Law Center, 1991-94.
